I have fond memories of it, but it seemed dated even when I read it in about 1974. She had some Miss Pickerill books, too. I loved the premise, and didn't pick up on the slight descrepancies in the fashions. I had small children for most of the 1990s, so wasn't paying that much attention! Bought two copies, and they are both checked out, because most of my students have parents who would have been in middle school in the early 1990s. Sorry you didn't love it! The cover is solid.
